APPLICATION AND RESEARCH CENTER REGULATION
 
PART ONE
Purpose, Scope, Basis, and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, activities, management organs, duties of the management organs, and working methods of the Muğla Sıtkı Koçman University Children's Education Application and Research Center.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions regarding the objectives, activities, management organs, duties of the management organs, and working methods of the Muğla Sıtkı Koçman University Children's Education Application and Research Center.
Basis
ARTICLE 3 – (1) This Regulation has been prepared based on sub-clause (2) of clause (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.
Definitions
ARTICLE 4 – (1) In this Regulation;
a) Advisory Board: Refers to the Advisory Board of the Center,
b) Target audience: Refers to students of preschool, primary, and secondary education age,
c) Center (MUÇEM): Refers to the Muğla Sıtkı Koçman University Children's Education Application and Research Center,
d) Director: Refers to the Director of the Center,
e) Rector: Refers to the Rector of Muğla Sıtkı Koçman University,
f) University: Refers to Muğla Sıtkı Koçman University,
g) Board of Directors: Refers to the Board of Directors of the Center.
PART TWO
Objectives and Fields of Activity of the Center
Objectives of the Center
ARTICLE 5 – (1) The objectives of the Center are as follows:
a) To plan and execute educational activities for the target audience in fields such as science, art, design, language, sports, culture, etc.,
b) To develop new strategies and activities for the education of the target audience, to evaluate, implement, and share them,
c) To develop programs that include the target audience in order to make the relationship between science and society effective,
d) To provide opportunities for the target audience to work with scientists,
e) To organize theoretical and applied studies to provide information to the target audience who want to receive information in any field outside the programs implemented by the Ministry of National Education,
f) To develop practices that will contribute to the conscious career choices of students after primary and secondary education,
g) To provide opportunities for the target audience to receive education according to their intelligence, interest levels, and abilities,
h) To conduct studies on the education of the target audience with teachers, parents, other adults, official and private institutions and organizations,
i) To provide opportunities for the target audience to participate in activities where they can take responsibility for recognizing, adopting, and developing national, spiritual, and universal values,
j) To enable the physical, emotional, and social development of the target audience in addition to contributing to their development in the cognitive field,
k) To create environments that will enable the target audience to realize their abilities and use them at the highest level by developing their capacities.
Fields of Activity of the Center
ARTICLE 6 – (1) The fields of activity of the Center are as follows:
a) To carry out studies on creating policies regarding the education of children and youth, evaluating and updating existing policies,
b) To organize conferences, congresses, symposiums, workshops, seminars, courses, etc. in the fields of science, art, sports, language, and culture for the education of the target audience,
c) To carry out studies for the identification and education of individuals in the target audience who are subject to inclusion or are gifted,
d) To carry out studies for the inclusion of socio-economically disadvantaged individuals of the target audience in education,
e) To cooperate with institutions and organizations within the scope of child education activities at national and international levels, and to produce joint projects,
f) To develop activities aimed at making the target audience love science and gain the habit of working like a scientist, and to implement these activities in a planned manner,
g) To provide opportunities for the target audience to receive theoretical and applied education outside of their formal education in order to develop their cognitive thinking skills and reinforce their knowledge,
h) To establish libraries and museums, create archives, cooperate with established ones, and contribute to such studies for the education of the target audience,
i) To prepare scientific journals, bulletins, brochures, books, etc., and to carry out publication or translation studies for the education of the target audience,
j) To carry out practices where the target audience can develop their discovery and invention skills,
k) To support studies on opening and developing departments and disciplines related to the education of the target audience,
l) To conduct research to determine the effects of the education received by the target audience on their future lives.
PART THREE
Management Organs and Duties of the Center
Management Organs of the Center
ARTICLE 7 – (1) The management organs of the Center are as follows:
a) Director,
b) Board of Directors,
c) Advisory Board.
Director
ARTICLE 8 – (1) The Director is appointed by the Rector for three years from among the University faculty members who have studies related to the Center's fields of activity. A Director whose term has expired may be reappointed. The Director is responsible for the regular execution and development of the Center's activities.
(2) The Director proposes two faculty members from among the University faculty members to the Rector to be appointed as vice directors to assist him/her in his/her studies. When the Director's duty ends, the duties of the vice directors also end.
Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows:
a) To represent the Center,
b) To ensure the regular execution and development of the Center's activities,
c) To chair the Board of Directors and the Advisory Board,
d) To call the Board of Directors and the Advisory Board to meetings and to prepare the agenda of these meetings,
e) To make the assignments required by the Center's activities,
f) To prepare the annual activity report of the Center and the work program for the following year and submit it to the Rector as approved by the Board of Directors.
Board of Directors
ARTICLE 10 – (1) The Board of Directors consists of a total of seven members, under the chairmanship of the Director, including the vice directors and four faculty members appointed by the Rector for three years upon the proposal of the Director from among the University faculty members who have studies related to the Center's field of activity. A member whose term has expired may be reappointed. A new member is appointed by the same method to replace a member who leaves office for any reason.
(2) The Board of Directors determines the principles regarding the activities of the Center. The Board of Directors meets at least twice a year ordinarily and extraordinarily upon the call of the Director when necessary. The Board of Directors convenes with an absolute majority and decisions are taken by a majority of votes.
Duties of the Board of Directors
ARTICLE 11 – (1) The duties of the Board of Directors are as follows:
a) To ensure the preparation and implementation of plans and programs related to the activities of the Center,
b) To prepare the draft plan and program of the Center and submit it to the Rector for approval,
c) To evaluate the requests of the Center staff regarding education, application, research, service production, and publication and to make suggestions,
d) To evaluate all matters related to the management of the Center brought by the Director and to make decisions,
e) To perform other duties assigned by the relevant legislation.
Advisory Board and its Duties
ARTICLE 12 – (1) The Advisory Board consists of a maximum of ten members proposed by the Director and appointed by the Rector for a period of three years from among representatives of public, private persons, and institutions related to the activities of the Center. New members are appointed by the same method to replace members who leave their duties before their term expires. Members whose term expires may be reappointed.
(2) The Director chairs the Advisory Board, which expresses opinions on the activities of the Center. The Advisory Board meets at least once a year upon the call of the Director.
PART FOUR
Miscellaneous and Final Provisions
Personnel Need
ARTICLE 13 – (1) The academic, technical, and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector in accordance with Article 13 of Law No. 2547.
Enforcement
ARTICLE 14 – (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 15 – (1) The provisions of this Regulation are executed by the Rector of Muğla Sıtkı Koçman University.
